GENERAL ORDERS ~ 2011-12 SERIES ~ January 2012

Attention: All Post Adjutants are reminded to read the General Orders at your next Post meeting and post them in your Post Home or other meeting place.

Members are reminded that their annual membership in the Veterans of Foreign Wars expires December 31, 2011, unless their 2012 dues are paid and reported to National Headquarters. Commanders and Quartermasters are reminded that Section 219 and 704 allow for the use of Post Relief funds, to assist a member in need with paying their dues. Reminder: No Officer may retain their Office if they are in arrears with annual membership dues.

Section 220 of the National By-Laws, “Vacancies and Removal of Elective Officers or Committee Members” states that “Any elective Post officer removed by the Department Commander, by reason of failure to pay current dues or by vote of Post under the provisions of this section, shall not be eligible to serve in any Post office in the same administrative year in which the officer is removed.”

Commander Parkins would like to remind all members that he will be presenting a check, from Department, to the Commander-n-Chief in Washington D.C., March 2012. This will be for all funds raised by February 29, 2012 for National Military Service. He is asking that any Post or Auxiliary that would be making a donation to please send the check to Department Headquarters so the quartermaster can write one check for the whole amount. Each Post or Auxiliary will get credit for their donation forwarded to the NMS department. Let’s show them how Wyoming can work together and help Veterans and their families!

On behalf of the Department Officers have a safe and productive new year and let’s get back to doing what we do best, helping each other and all Veterans!

GENERAL ORDERS ~ 2011-12 SERIES ~ #2 ~ 1 August 2011

Attention: All Post Adjutants are reminded to read the General Orders at your next Post meeting and post them in your Post Home or other meeting place.
Attention: Section 222 of the National By-Laws states “Each Post will pay, in advance, a national convention registration fee of twenty fee dollars ($25).....” The only way this can be done is by using the Invoice that has been sent to each Post, (copies are available from the Dept. A/Q) the Adjutant or Quartermaster of the Post are the only ones that can complete this invoice! Since the Delegate must be elected at Post level, the Department Quartermaster/Adjutant can not file this for any Post. It must be signed by the A/Q and snail mailed! At this time I have no information as to what the consequences will be if a Post does not register a delegate putting the Post in “arrears” with national. It could be that national will recover this by with-holding $25 from any member dues payout? It may be more, I don’t know. (Bob DeBernardo)

Sec. 703 – Bonds and Sec. 218 – Officers and Chairman, Duties and Obligations in our National By-laws and Manual of Procedure “Each officer accountable for funds or property pursuant to any provision these By-laws, shall be bonded with an indemnity company...” Bond information/applications have been sent to all Posts and Districts in the State.

Department Commander Bobby Hoard will be out of Wyoming from August 26, 2011 through August 31, 2011. Department Judge Advocate Everett “Wink” Winkler will be in charge during this period.

Adjutant/Quartermaster, DeBernardo, will be out of the headquarters office from August 26, 2011 through September 4, 2011. Please hold all calls and emails until he returns.

Department Directory’s information has been sent to the printer and should be available for the fall district meetings. Until then, the contact information for Program Chairman and Department Officers is on the web-site.

Department Commander Bobby Hoard would like to thank all the members for showing their faith and trust in him by electing him Commander. Also, he also thanks everyone for all the hard work done last year and trusts we will continue to work for Veterans during the upcoming year. We’ve made 100% membership two years in a row and he knows we can do it again!

Adjutant DeBernardo has made some changes to the way the General Orders are put together. They will be in 3 parts: Gen O’s will concern VFW Business ~ there will be a “900 Club” winners sheet and a “Department News” sheet, 3 pages in all. In the hope that individual sheets can be posted and better viewed by members, color has been used.
